Germany "won't obstruct Montenegro's accession to NATO"

Germany will not obstruct Montenegro's accession to NATO and will evaluate reforms conducted in that country when it decides on giving it the green light.

Does America really need another NATO base in Montenegro? They already have the biggest base in Europe in Kosovo. They probably want to keep tabs on all the Russian investment in the Country. Montenegro is a very small country. Can they afford to spend so much money on arms? Who will attack them?
