If the suspect had medical marijuana in his possession would Serb authorities make an exception or is medical marijuana outlawed in Serbia?

Although this article pertains to a Montenegrin citizen and Serbia I feel that it's somewhat imperative to point out that marijuana even medical marijuana are outlawed in my country all because when I viewed a Canadian reality program called Border Security (or something like that ) where an American couple from the state of Washington accidentally crossed the Canadian border into the neighboring province of British Columbia and when the Canadian border guard(s) inspected the couple's vehicle she discovered medical marijuana in their vehicle and since its outlawed in my country she and possibly another Canadian border guard handcuffed these U.S. travelers and placed them in an individual holding cell or a jail cell.Eventually the couple was released never charged but I believe that till further notice they are prohibited in entering Canada so it goes to show that if a traveller brings marijuana even medical marijuana to foreign countries where they're outlawed that ignorance of a foreign country's law is no excuse and for that matter it shouldn't take a genius to figure out that foreign travelers can't expect preferential treatment when they are on foreign soil.Consider this a friendly reminder.
