There is footage of Serbs pleading to Milosevic for help against violent Albanians before the war started. NATO didnt care about Kosovo the only reason they got involved is geopolitical against Russia as Serbia has always been their closest ally. Its stupid that Serbia in 2014 is turning its back on its history and its pride by joining the same organisation (EU) which includes several members who bombed Serbia back to the dark ages.

Short Answer:
Because NATO was the lone Superpower and it took the opportunity to assert its hegemony in eastern europe.
NATO decieded that it did not need the security counsel or the UN anymore and it could impose its will freely and without any lasting reprecussions. They decieded that the message of war would send a larger message to smaller countries, this was more important to Nato than diplomatic concessions and succesful talks.
In dealing with Belgrade, Milosevic had ultimate control over his side and the Nato side had to co-ordinate and adjudge all negotiations and strategy via commitee. This gave Milosevic an edge in diplomacy that he used to stay ahead of and outmanouver the west and embarass them, perhaps one too many times.
If the talks were not a pretense, Milosevic must not have realized that NATO was no longer interested in the United Nations having a final say. If the talks were a facade or abbandoned by Nato, it means that Clinton and Company decieded that Nato's millitary was more effective than their attempts at diplomacy. Out of a lack of imagination and in hubris and arogance, NATO resorted to the gun boat approach without any regard to future precident.
Talk about delusion!
