UNSC1244 states all Serb/Yugo military, police and paramilitary must withdraw from Kosovo, all Albanian groups disarm. But then it says an agreed limited number of Serb personnel may return to do very specific non military or police functions. However, it says no where that Kosovo may not form as part of its institutions an armed force. That is why the official NATO response was that was an internal matter for the Kosovo authorities.
