UAE loan could be ratified in second quarter of 2014

The government of Serbia made a unanimous decision late on Wednesday to approve the USD 1 billion loan from the United Arab Emirates.

Wonder where all the comments are about Kosovo buying the recognition of UAE, it recognized Kosovo in the first year and according to most here that only happens with bribery.
Serbia has focused a lot of attention to thanking the bankrupt countries that have supported their "territorial integrity" but cannot do anything else for the country. The strongest supporters Russia who will help finance for 51% ownership, control, and majority of the profits.
China is very generous to loan Serbia money to pay Chinese companies for work in Serbia. So out of the deal China gets boost to their economy plus interest on the loans.
But they support Serbia on the issue of Kosovo.
In contrast you have GRANTS from the EU, Japan and US, and a 2% loan from UAE that all support an independent Kosovo.

Just maybe its time for Serbia to reevaluate its priorities.

A lot of unrealistic expectations have been from Krstic, an accountant of a foreign company, being entrusted to run the finance of one undeveloped and financial fragile country. We are faced with a recurrent budget deficit ,maybe higher than ever, this time. His sugar coating truth has been exposed. Now he presents to us ‘’ an icing on the cake’’ , that Serbia cannot afford to guarantee a billion and a half euros for starting South natural-gas pipeline(Juzni tok).Krstic’s reference was that he graduated at Harvard University, but I believe that the country has candidates and professionals capable of making better results..What are the achievements of the incumbent minister?!. Public debt has increased, although he has imposed some kind of austerity measures, the average salary was reduced by 26%, , the relationship between income and consumption is in favour of consumption. Instead of rising to the occasion, he makes Serbia depend on sheikh’s token of good will. He is one more mud-slinging propagandist.

Serbia: European Union Donates $1.5 Billion

The European Union will donate a total of 1 billion euros ($1.5 billion) to Serbia over a five-year period, Xinhua reported Oct. 21, citing a report from official Serbian news agency Tanjug. Vincent Degert, head of the European Commission Delegation to Serbia, said the donation will be set aside for various projects ranging from infrastructure, energy and agriculture to state administration reform. Degert said the donation proves that the European Union “is investing in Serbia and its regions.”

I was under the impression that a donation is definitely more favourable than a loan but maybe you know something I don't, in which case please explain.
