Serbian ministers prevented from visiting Kosovo

The Office for Kosovo stated that the Priština authorities banned Serbian Minister without Portfolio in charge of Kosovo Aleksandar Vulin from visiting.

I would like to know just how they prevented this man from entering Kosovo,Serbs need to drive over that so called border by force if that's what is required.
