A 18% (5,134 / ~28,000) turn out is successful for the OSCE? Of course. Even if only one Serb turned out to vote it would be a success. Any figleaf is acceptable to the West to justify the ongoing denial of basic human rights to the Serbs and others who remain in Kosovo. What a joke.
