Captain America - you are wrong in your over-generalisation about standard operating procedure.

There are actually a lot of decent policemen who despise the corruption and criminality in the system, but are also victims of it. For a long time, a phone call from on-high has ordered the release of people who have been properly arrested. Police down the chain have very little option but to obey. Likewise the corruption has extended into the legal system where bribery money changes hands to get jobs.

The answer to all this is to divide up the services so that there are other independent organisations with powers and strong obligations to stamp hard on corruption in other services. When penalties are high, and the chances of capture near certain - then there will be a change to the perverted culture that robs decent Serbs of their right to a decent system.

Serbs too have suffered from everything that has gone wrong in recent years - not all are corrupt.

This happens in every country. In the US and Canada the police in big cities employ a new tactic. When police officers show up for their regular shifts in the morning, they are ordered to put their cellphones away and go to into a room together and await further instruction. There is no access to phones or any other outside communication. No one leaves the room alone, not even for the restroom. Then they are put into house moving vans (so that no one is tipped off when they see a big truck in a neighborhood) and when they are already on the road and near the scene, they are given their orders. In this way, the police don't know what is happening until momemnts before, and they cannot notify the crooks even if they wanted to.
