This is a positive initiative. And even better its headed by a moderate Muslim so it cannot be confused with religious bashing because this has to do with curbing extremist ideology. Now, this should go a step further and arrest the Mufti Zukorlic for preaching Wahhabism and separatism in Raski Oblast ("Sandzak")

Has this become such a problem that they had to make a law against it or are they expecting it to become one?

There should be some few and tight exemptions in the law, such as Serbian citizens wishing to serve in the Russian Navy.
