"Formation of municipalities should be status-neutral"

At a meeting in Brussels Belgrade will insist that municipal assemblies in northern Kosovo are constituted "in keeping with the principle of status neutrality."

It is very important that the ZSO has the greatest possible neutrality and allows the management of those municipalities that are managed in the interests of their citizens, regardless of the government in Pristina. In this way will create conditions for the stabilization of the micro-regions and Kosovo in general.

Of course it won't be status neutral. The formal of ZSO goes against the core principle of Kosovo's statehood even though it was agreed to by leaders of Kosovo. A year after its forming, Kosovo Serbs will be celebrating it in the same way they celebrate RS.

And as far as "Kosovo Law" is concerned, it's totally acceptable when "Kosovo Law" allows ZSO to function, having been pressured to do so by the very international community that put it on the map nearly six years ago. That's the legal mumbo-jumbo: Kosovo gets to say ZSO functions under its laws, even though the law allows ZSO to function autonomously from it.

If Z4 had gone into effect, the Republic of Serbian Krajina would have functioned "under Croatian law" as well.

Status neutrality CAN NOT exist either enforce Kosovo law or Serbian law...For Serbia's sake international commuity should look into the partition of Kosovo, Serbia and at least Macedonia as a sign of "compromise". Please talk senses...rather than nonsenses such as status neutrality.
