Yes, I agree that tougher penalties should be applied, but the problem might then be that good drivers who sometimes make a mistake (as we all do) will be targeted while Mafia drivers in their BMWs, Mercedes, etc, are left alone.

And by the way, this isn't just a Balkan thing - I've seen this in the UK, too. Every country has its 'untermenschen'.

I often wonder if people in the Balkan got their driver's license when they bought a case of beer. People first act and then look/think. There is no tolerance and courtesy -especially in the city. And then there are the psychopaths that suffer from 'BMW, Audi and Mercedes'...
Some common mistakes:
-speeding
-not looking in mirrors and over the shoulder
-not having adequate lights especially brake lights
-passing on the right and/or emergency lane
-throwing the car on the highway not fully using the insert lane to match speed with traffic on the high way
-bully driving
And then of course texting and calling while driving

The statistics for fatalities on the roads of not only Serbia but also the other former Yugoslav republics are shocking. A wholesale programme of driver education is needed to stop this carnage, in addition to much more severe sanctions on those who flout traffic laws. Excessive speed intoxication, ignoring traffic lights and the treatment of hair-pin bends as racetracks is something I witness every time I go there. The end result can only be that someone gets killed. Who needs wars when this level of irresponsibility is allowed to continue??
