I expect that the European Council will confirm its decision that the first intergovernmental conference will be held by the end of January.

Buffy,

You are confused, the E.C. can only recommend, it is not their place to confirm. The E.U. will decide if they wish to confirm the date for opening talks and when, Serbia does not have any say in the matter.

No surprise he's in Bulgaria these days and nagging the EU about confirming a date to start talks. He has a right to be nervous about that, after ministers in his government started talking about building South Stream, no matter what the EU says its laws allow. Anyway, if Serbia can't persuade Bulgaria to build its own section of the pipeline, Serbia's going to look pretty silly starting construction on a Pipeline from Nowhere.

Serbia needs to make efforts to make structural reforms, not because of the influence of the EU and possible membership, but for the betterment of all citizens of Serbia. And if and when negotiations begin - no one knows for sure. The bottom line is that Serbia is trying to implement EU standards in many areas of life, not just lip service to adopt standards. We will continue with the reforms and the implementation of the Brussels agreement, but I expect that the European Council will confirm its decision that the first intergovernmental conference will be held by the end of January.
