PM Ivica Dačić said on Wednesday he expected the talks with Priština in Brussels on Thursday to be "most problematic in connection to judiciary issues."
The Brussels deal was clear and explicit! Serbian judges and lawyers will pass the republic of Kosovo bar exam or Serbia would recognize Kosovo bar so Kosovo recognizes Serbia bar and then those Serbia Lawyers and judges would operate under Pristina law no matter where in Kosovo no matter what ethnic group. It doesn't matter where the court is or what ethnicity. All courts in pristina answer to the albanian supreme court anyway.
“We simply want the ethnic structure of employees (in the court) to reflect the ethnic structure in this part of Kosovo and Metohija,” Dačić said.
I agree that, that courthouse should reflect the ethnic structure, but at same time that said Court House will answer to Prishtina.

The main problem is that Priština is opposed to setting the seat of the Basic Court in northern Kosovska Mitrovica because it believes Belgrade is trying to create 'a special country within a country' in this way. But also It is important to respect the ethnic structure in the police and judiciary, and that in places where Serbs lived, they should be employed there also, which is the request accepted by the international community. The municipalities should bring the decisions on whether they wish to enter into the Community. Then the leadership will be appointed, the president, executive body and the authorities defined.
