NGO is perfect and the term I was looking for! The ASM or ZSO is hilarious because it has no legislative power no executive power. It has no formal power over anything in any way and in no area of life in Kosovo. There is one law in Kosovo in the Brussels agreement and that's Albanian law passed in pristina. NGO is perfect description. I was comparing it to a club or something. Like in the US you have the New England governors association but it has no powers over new England!
