City of Belgrade avoids bankruptcy, adopts budget review

The Belgrade interim administration agreed on the city budget review for 2013 which prevented bankruptcy "at the last moment," Tanjug reported.

well have you ever been to Belgrade, its the same as living in any big city. They have everything priced like a big City in Western Europe or out in the West, yet an average income is 350 euros. Are you really surprised..

It was interesting to read about the revised 2013 Budget of the City of Belgrade.
But, surely, Belgrade does not "owns" some money to the banks, but it "owes" money to the banks.
A big difference in the meaning.

I'm glad the Provisional Council has success to adequately reduce the debts of the city, while at least feel citizens of Belgrade. So I do not doubt that it will allow the normal functioning of the city until a new leadership.

The City authorities should open its own bank – The City of Belgrade Bank. Belgrade City authorities have assets (land, buildings, equipment, vehicles) worth billions of euros – let us say 5 billion euros. It could pledge these assets to the bank. Based on these assets, this new bank could lend at least 10-times its assets, which would be 50 billion euros (in Dinars). This bank could lend Dinars to Belgrade authorities at zero percent interest, so that it could pay its Serbian staff and bills without cutting back services to the public or sacking any workers. The City’s euro debt is more problematic since only foreign banks can create euros out of nothing. This new Belgrade bank will just have to buy euros from the Diaspora and slowly return the money foolishly borrowed from foreign banksters.

In future all its expenditures should be financed by loans from its own bank. The City needs to pay back the loans but the bank is under no requirement to charge interest.

Serbia needs to recover her economy and one of the steps must be payment of debts and cut the costs. Things can change only like that.
