"10,000 students from Middle East could arrive in Serbia"

As many as 10,000 students from the most developed countries of the Middle East could study in Serbia, along with about 500 students from China.

Serbia has always had Iraqi students. Nothing new here.
Australia has many Chinese and Indian students who seek to stay here once they complete their studies. That doesn't mean they will be allowed. Some are and some are not.
Serbia can have their own rules and not allow permanent visas for these students if they wish.
One thing that will happen is that local students will need a much higher enter score to study in these universities if they are not paying up front like the overseas ones. This is what has happened in Australia. You can still study under HECS but only if your enter score is high enough. Our places are limited for students who don't pay up front.
The fact that paying international students don't need to meet the same criteria is irrelevant. They won't be working in Australia and I agree that your enter score should be of a certain percentage because why waste money if you are not going to cut it.

I'd be wary. Politicians will love this because they can reduce the spending on education they would otherwise incur by enrolling local students over foreign students. Sooner or later you've got a completely privatized system where positions are bought rather than earned. It's happening in the West currently, with local institutions maintained with local taxes are excluding local students in favour of the rich Chinese.

Big mistake! stay away from that idea! Usually arab students behave very badly! And since their countries are mostly passing terrible times( civil wars , etc)what they really want is to set foot in Serbia permanently. Most will be male students, so if I were a Serbian boy I would be serously concerned!Serbia does not need that! It´s not a Soviet country ! When i was a student in Poland the polish society hated them! But they had to bear that because it was a Comunist dictatorship!

Why would any country seek to educate their young people in a country that has a limited language they would have to learn for their studies and then be useless for them in the future. If these classes were in Arabic or English or even Chinese it would make more sense.
Now your post, fear that countries are going to go to enormous expense to send students to your country and educate them and then you fear that they might want to stay once they are educated and could contribute to society?
The reference to the terrorists of the twin towers while true is totally inappropriate. I doubt that they have an interest in terrorizing Serbia.
A long term plan could be to get the people in and when (if) Serbia becomes a EU member they would have unrestricted access to the EU could be a motivation though.

Oh, dear, he is basing success on hope that everything will be OK :) This guy is clueless that failure to plan is planning to fail.

Handle with care ! Playing with fire is always dangerous while Serbia is can merely afford such things. EU will just put new conditions. Especially when the students start to reproduct themselves. Also no one knows how they will be influenced by the two lasting conflicts with the Muslims.

As long as this is not an immigration program, then this could be good news. But there would have to be legal assurances that the students would retain residency only as long as they are students and once they completed residency, they would be legally obligated to leave the country or face deportation.

The terrorist who attacked the NYC World Trade Towers were in the US on expired student VISAs.

Wow! 10,000 Gulf Arabians want to study in Serbia?! It's a huge number. Serbia is definitely the most important country in the western Balkans. No doubt about it!

As long as this is not an immigration program, then this could be good news. But there would have to be legal assurances that the students would retain residency only as long as they are students and once they completed residency, they would be legally obligated to leave the country or face deportation.

The terrorist who attacked the NYC World Trade Towers were in the US on expired student VISAs.
