I remember listening to one prominent western economist talking at the time when Soviet Union was collapsing. He was triumphant! No more competing ideology, and the need to treat the workers well! "Why would someone be forced to pay for labor more, if it can get it elsewhere for less? It's an injustice that needs to be fixed immediately." Labor force in the West, he continued, is the single most overpaid group of people. "We'll make them compete. They will have to do it for less of lose competition."
It was followed by globalization, free-trade (the only freedom you can't touch or you'll be bombed by NATO, other freedoms don't matter)...
And people are competing...Governments are racing to please "the investors" and they are blackmailing with demands. Why not? There is almost 8 billing people in the world - labor market is like any other, price is determined by supply and demand. And profits are rising, which is (in eyes of "the investors") sole purpose of economy. What do they care about people and if their children have health care or education, live in favelas or whatever..
IMF is just their hand, and support austerity everywhere - send your 10 year old to factory already, to work for dollar a day!!!
It's good for the economy!
