Can someone explain the "minister without portfolio" concept to me. I take it that in their reduction of positions in the country they had people they still wanted to pay the extra salary and title to, but were ran out of positions so they created these posts to skirt the law and reward individuals. I think most countries label that corruption.
In the case of Kosovo they did away with the ministry of Kosovo and created the office of Kosovo with a director. Then they made the director "minister without portfolio"???? Why not just recreate the original office of minister of Kosovo?
