Belgrade mayor says authorities "introducing dictatorship"

Every few days, someone from the opposition complains about the dictatorship in Serbia. Will some explain it to me, what kind of dictator allows for his political enemies to call him out in newspapers and other media? Do you think that in North Korea people talk about dictatorship? Come on...
