Reshuffle of public administration is just a logical sequence of events. Changes are needed in all levels of society.

Yes we have, but it has never been back up bu facts. Name me even one government who changed its ministers by its own volition? There's none. And, name me one political party which named so many independent experts to be ministers? You won't find one. So, you see, there are indeed a lot of differences.
