"The Constitutional Court of the Republic of Serbia should state its view as to whether the participation of Kosovo Serbs as Serbian citizens in the Kosovo local elections is in keeping with the provisions of the Constitution and the laws of Serbia, the councilors concluded."

Sorry, aren't they aware that UNSCR 1244 is still in force and is the law of the land in Kosovo?!

Having some Court express its view on whether something happening in Kosovo is in keeping with the provisions of the Constitution and the laws of Serbia is an exercise in futility. It's no different than having the Supreme Court of Zimbabwe express its view on whether something happening in Kosovo is in keeping with the provisions of the Constitution and the laws of Zimbabwe.

As long as UNSCR 1244 is in force, the only law in Kosovo is UNSCR 1244, not the Constitution and the laws of Serbia or Zimbabwe or anybody else.

Will this ruling be swept under the rug like the ruling on kosovas self proclaimed independence NOT BEING AGAINST INTERNATIONAL LAW?

The world will have monitors watching and making this election valid. If the Serbs vote they are not necessarily recognizing kosova as independent but they are admitting that kosova is not part of Serbia. If they do not vote, Albanians will win where Serbs are the majority and then they will have no where to turn because the world was witness to fair and free elections.
