The Foreign Ministry of Kosovo requested withdrawal of the UN civilian mission (UNMIK).

From Wikipedia: "UNMIK describes its mandate as being to "help the Security Council achieve an overall objective, namely, to ensure conditions for a peaceful and normal life for all inhabitants of Kosovo and advance regional stability in the western Balkans."

Reality-check: Kosovo is still a Serbian province ruled by UN. Only UN could deceide to end UNMIK mission.
My guess: the UN wouldn't do that!
