"In plain English, he (BAN-KI-MOON)is talking about two different countries. "
(the truth, 29 July 2013 20:37)

Even plainer English: The UN secretary general didn't use the words Serbia and Kosovo, for some good reason. Ask yourself why he used the words 'Belgrade' and 'Pristina'

In his quarterly report on the situation in Kosovo, which covers the period between April 23 and July 15 this year, Ban Ki-moon commended efforts aimed at normalization of relations between Belgrade and Priština.

In plain English, he (BAN-KI-MOON)is talking about two different countries.

But he also noted that "full normalization requires resolution of painful issues inherited from the war."

Also, he uses the word "WAR" and not "CONFLICT". That speaks volumes for all those that understand the meaning of war and conflict..
