A draft negotiation framework gives the European Commission the ability to freeze negotiations with Serbia "in case of obstruction of negotiations with Kosovo."

All this shows, that the eu does not trust Serbia, and rightfully so. Serbia has been stalling all agreements reached in the past, and simply can not be trusted. The dirty Serb games need to be stopped, and the eu clearly has to tell that country this playing time is over.

Its obvious that the threat of 'freezing negotiations' is tied to the pressure coming from Germany for Serbia to recognize Kosovo before it can join the EU. Sadly, the only two honest political parties in Serbia saying this openly are DSS and ironically the LDP.

I always thought that freeze or suspensions are there.Its unlikely that EU will ever accept Serbia as a full member without signing off Kosovo to Albanians.After all, that was a main reason for bombing Serbia.West accomplished just about everything they wanted in Kosovo,except Serbia's signature.Without Serbia's signature their effort is in vain.
