Serbia is doing everything it can to implement the agreements the problem is that Kosovo Serbs themselves must be persuaded because they are not party to the negotiations and have nothing to do with them! So if there are problems it comes from Kosovo Serbs and never ever Serbia because few nations support Kosovo independence more than Serbia but Kosovo Serbs are not so happy about it but need to be persuaded.

So the serb side has fullfilled its obligations, the man in black says. What a lie. Serbia is trailing in all aspects of the implementation of all agreements it ever entered into with the State of Kosovo. It is stalling progress wherever it can, and he, Vulvin or whatever his name is, is one of the biggest obstacles in getting it done. What about the abolishment of serb security forces (something Serbia for years denied they ever exited)in all of Northern Kosovo, what about the full implimentation of the civil Register agreement from last year, just to name these two. This governemt is not capable of entering and going through a serious political dialogue. It just puts up smoke screens, and goes on doing the same old BS.

Vulin told Tanjug that this means that district courts have to be present in Serb-dominated communities, there should be an appellate court in Kosovska Mitrovica and this network should be monitored by an adequate network of prosecutors.

What is this Vulin guy mumbling about?
Of course Prishtina will establish district court in north Mitro, but the chain the said court heads towards Prishtina, and not Belgrade. Again, he fails to speak the truth how this court will function!?
