Concern over attacks on Bulgarian journalists

The South East Europe Media Organization (SEEMO) has expressed concern over pressure on journalists in Bulgaria, including a number of recent attacks.

How is this even possible in an EU member state where each member has fully implemented the acquis communautaire and practices the rule of law? Isn't being the EU supposed to make states civilized with western standards? Isn't threatening reporters something that only happens amongst the savages who are not in the EU?

The EU should have a motto, something like "If at first you do not succeed, fail, fail, fail and fail again. It doesn't matter"
