The funny thing is, that if this happens, the remainder of Bosnia is free to recognise Kosovo; I'm sure the Bosniaks and Croats of Bosnia have nothing against the recognition of Kosovo.

The only thing that is important here is that RS is free to join Serbia if they wish.

It would have allowed a fair settlement and parties who were willing to compromise and reach lasting solutions. Croatia is a pariah state and BiH will eventually fall apart because the three ethnic groups do not want and cannot live together. Whilst support for Dayton implies support for the continued existence of the RS it also suggests an acceptance of the territorial integrity of Bosnia within its existing borders. The former is no doubt music to Mr Dodik's ears but certainly not the latter. Dacic no more wants the RS as part of Serbia than Dodik wants it as part of Bosnia. Any attempt to move to independence is likely to be strongly resisted by Belgrade let alone anyone else. Having received some (fairly) good news from Brussels, assuming that he still wants to lead Serbia towards the EU, the PM is not going to immediately queer his pitch by advocating or supporting a new breakaway RS. A miss is as good as a Mile..........
