Former defense minister of Russia Anatoly Serdyukov and dozens of others are under investigation. New anti-corruption cases are announced every week in Russia and reported widely in the press, contrary to some people's biased and ignorant opinions on Russia. A recent survey shows that the average value of a bribe had increased significantly, something that happens in direct relation to the increased risk of being caught, which means that the anti-corruption drive is having an effect.

So, where are the similar matrics in this perception if corruption in Serbia report which is next to useless because it is based on opinion and feeling. If the report can't even ask the correct questions (as above: how much did you pay?) then what is the point?

"The prevalent opinion is that politics is under the influence of powerful people behind the scenes, which means that the authorities need to take concrete measures so as to persuade citizens that the fight is not selective and that each and every case will be investigated, Nenadić said."

This is a problem, yes. Sometimes you think that the fight against corruption in Serbia is a fight against political opponents, while corruption cases in the ruling parties/government are not persecuted - just like it is openly done in Russia where you better support Putin if you want to make some illegal money and not want to end up in prison.
