New labor law "not designed to sack people easily"

Why not? The biggest problem of the Serbian economy is the inabilty to sack unproductive workers. We do not live in a Socialist paradise anymore. There will be no major FDI if they cant hire and fire as they see fit. Countries are scrambling over every possible investment, it is VERY competitive out there.

This will be the following step towards EU . It will enable domestic and foreign employers to hire the best employees which will be paid more.

The new labour law will encourage foreign investments because it will be harmonized with EU regulations. As far as I know, the main objections to the former Labour law were inability to lay off bad workers. They were protected and their sacking with significant payments had made high costs.

This is a global problem. The Catholic and Muslim powers want to make it easier to fire local workers and easier to hire immigrant workers. The better to control global demography.
