No, most corrupt area is not Kosovo any more - Albania mainland managed to claim this award in he last year. About the world: Russia and most African countries are doing worse when it comes to corruption. But I agree, with the 'qualifications' you mentioned above, Kosovo would better fit to Africa than to Europe.
