Let me correct your misprint, I am sure you meant to say "The Serbian side is guilty of everything." If you were wanting to state facts. You are only listening to your politicians and we know what kind of track record they have when it comes to honesty.

The albanians are refusing to compromise and actively blocking agreement (such as demanding their own telephone code which would be an explicit recognition of Kosovo being separate and clearly stated earlier not to be on the table), because any failure to reach an agreement allows Germany a figleaf to not give a date. Encouraged by the Germans and friends to play hardball, hoping Belgrade will give in out of desperation. They might as well just stay in the pool of a nearby hotel until the last minute. Useless.
