Implementation comes through organization. The latter is a word foreign to most Serbs. Why? Because for one the state had a monopoly on most industries whose only goal was production and with that I mean quantity not quality being the leading factor. 2nd; Nepotism, meaning that jobs of key personnel, even to this day, goes to friends, family and to those loyal to the party in power but who have no clue on how to run an efficient organization. 3rd; Time does not exist in Serbia. Reason why deadlines are rarely met, people are late for meetings and when waiting for a bus you don't see one for an hour when suddenly they turn up in 3-s.
