I don’t like the “anonymous sources” who say that hopes about date are speculations and rumors, made by those who can not affect the decision.

This is an outright lie. The German parliament has made clear their conditions as have the CDU/CSU, independent of any Brussels report. They simply don't want to take responsibility for any failure.
