They did not have to declare the money, since the destination was not Serbia, but just transit point.

you're mistaken.

That said, if they can prove that the progeny of the money is legal, they'll get it back, maybe with a small fine.

"Declare the money" so the police can pass along the info to their buddies and rob them at gun point somewhere down the road.... typical balkan thing.

Criminals with guns, thats all what the border robbers and their family will be known as.

He failed to provide proof of declaring the money before entering Serbia. To whatever country you go you must declare money if you intend to bring more than 10 000 US dollars so I dont really understand what criminality are you talking about? But on the other hand, you probably never went outside your sheep-village somewhere in the deepest albanian forest so your ignorance is not so hard to understand.

One of the Germans said that he was the owner of the money and that it was taken from a bank account, and provided a document "which he claimed was proof about the origin of the money," the Customs further said.

If Bank receipt was shown is good enough proof not to bother these guys.

But since he could not provide a document proving that foreign currency had been declared on entry, both were allowed to keep the legal limit of EUR 10,000, while the rest of the money has been temporarily confiscated, pending the outcome of a misdemeanor court procedure.
