One of the main problems is the silting of the Danube river bottom as it fills up wit silt the water gets higher. The water gets higher and spreads out that is happening even without big melts. Dredging the bottom has stopped of sand silt. No one wants to take responsibility federal tries to pass it on to local governments the expense and maintenance of the water ways in the end no one dose it. Until their is catastrophic flooding and a huge losses of life and damage until the people get pissed off at the criminal neglect.
