Offering burnt sacrifices at the statue of Bill Clinton followed by throwing goat entrails at Serbian cars on the Pristina-Prizren highway doesn't constitute "morning-prayer" to a lot of other cultures. I doubt many will accept the invitation.

Even if they don't care to participate actively in the goat-entrail-throwing part of the ceremony they might want to go along for a chance to view the new highway. (Especially if it's slated to be held at one of the new bridges, which are attractive and will provide a nice background for election posters in the future.) By the end of the year Serbs will be able to see it from Merdare, where flags of EU countries could provide the backdrop, since this is Route 7 of the European motorway network. Rule 1 of politics - never miss a chance to appear in beautiful surroundings surrounded by happy people.
