Oh Koso, dear Koso do you really believe what you write or are you deliberately trying to sound like the village loon? "Transfer" is a nice word that means the current legitimate institutions that are governing northern Kosovo now will, in all likelihood, be reelected to office but will be recognized by both the EU and GOK (I'm assuming that means Government of Kosovo) as part of the compromise made with Belgrade within some meaningless electoral framework that Pristina is pressured to support and recognize. If you somehow think that institutions and leadership will be completely abolished, replaced, and rebuilt, you're got to be one of those few people that actually believes the propaganda coming from "GOK", which even Thaci doesn't seem to believe anymore. The only thing that will be definitively "abolished" will be the parallel Potemkin offices Pristina set up in the north last year in hopes that Serbs would flock toward it as "loyal citizens of Kosova".

Same people, same institutions, same leadership, same links to Belgrade, but functionally autonomous from Pristina with EU support :)

Good luck ZSO KiM, it took a while for Thaci and Co. to accept realities on the ground, but pressure from the outside makes it better late than never.

Kosova Serbs have accepted the border Guards and customs agents but these talks with their systematic exclusion of kosova Serbs and their Views , the inclusion of dacic who only has as his goal eu membership for Serbia no matter what kosova serbs think makes no sense!!

@Balkan - When the northern portion of my country is reinstated it will be under the Constitution, i.e. under Kosovo's laws and governance.

Correct. The current, democratic elected 'structures' in northern Kosovo will be abolished as soon as new ones are democratically elected. And for institutions like police, they are not transferred, new ones are formed, but more or less consisting of the same people.
