Only the EU could try to sell internal disagreements as a positive thing. It's cold comfort for the Western Balkan countries to hear that this is the only reason why visas are not being introduced. As someone who worked for many years in the field of migration and asylum both at the border and at a management level I can assure the EU bigwigs that there is very little that any government can do, save for closing their borders, to prevent bogus asylum seekers from making claims in other countries. It was entirely predictable that there would be a number of Roma, for they make nearly all the asylum claims referred to, seeking a better life in Western Europe upon the introduciton of visa free travel. This should have been a key factor in the debate BEFORE visas were abolished. This is nothing new and even countries like Slovakia and the Czech Republic provided large numbers of asylum seekers to the UK in the late 1990s and early 2000s; ironically just prior to their joining the EU! Of course it is open to all governments in eastern Europe and the Western Balkans to improve the lives of Roma so that they are less likely to claim asylum elsewhere. The Roma themselves also need to take their share of responsibility and try to assimilate themselves within their local communities.
