Since implementation of the agreement is the hardest part, it might be necessary to have someone neutral to help us out. The only question is: who is neutral in this matter.

I'm not sure I understand corectly...Serbia didnt run out from negotiatons and Serbia didnt left the table, Arnauts were the one who have run. So I think it would be fair to punish Arnauts for that act and to reward as a positive and constructive participant in the talks. Although ... it can be like this ... Arnauts know that Serbia really wants that date, and they knew that there will be more pressure from the EU on Serbia to be abble to score the date. I'm starting to believe in my former suspicion that they went out of the negotiations because they knew that EU will force us to do some different decisions closer Arnauts wishes, so they return to the table and in that case date is certain. Dirty game as it was expected. Still agreement is still on paper and this whole mess was really unnecessary because implementation is still hanging in the air.
