It is not Serbia's fault, but it is defenitley a late impact of Serbia's aggression on its neigbhour Bosnia in the 1990s, resulting not in a real peace accord but more in a carve up of that neighbouring country. The Dayton Agreement, negotiated with a war criminal Milosevic, created a non functional state. As we know from around the world, cutting basic funcitionalities of a regualr state, such as fully independent justice, give space to corruption and organised crime, sometimes even violence and war. In BIH ist is the permanent attempt to make that state fail, which is promoted by not Serbia, but nationalists from Serbia and Croatia alike, interfering with all means into the neighbouring conutry still. The so-called international "community" is stil divided over what to do or how to leave the Balkans behind, erecting a wall of protection against the virus of organised crime, disresepect for a state of law and imlicit aggression onto the respective neighbours into the European Union. Only few decision makers, like the President of the German Parliament , do address this openly, but: the EU is fed up with talking to people who do not want the EU, but only its money, and do not seem to really want democracy and justice for their people. >2 EUBI
