Paul I think that's a biased view. All EU cares about is stability. They don't want a conflict or war. Most members have realized that stability will not come with Kosova being under Serbia (even nominally). Most also have realized that Serbia will not recognize Kosova at least for a few other generations. So what is left for the EU is to operate within these margins. They can't push either side too much or they'd risk stability and conflicts and that is bad for the EU, for Serbs and for Albanians. So they appease the Serbs, and they appease the Albanians. This appeasement is in the form of money. Both sides get a significant amount of financial help, free of charge from the EU. In return for that they are asked to iron out a few kinks. One side is told that this ironing out doesn't mean you're recognizing; the other side is told these EU deals are proof of your sovereignty. It will be like this for decades. Of course this is not the EU's or US, Russia's or China's fault. It just shows the inability of our two peoples to work collectively together towards a better future. That is why foreigners are involved. It brings out the deep levels of distrust among our people and the festering anger and hate between us. That is the difference between us (Serbs and Albanians) and Western Europe. The Scandinavian countries for example don't need the EU or NATO to meddle in and solve their differences. Typical balkanian way of doing things, or not doing things, I should say.
