It's easy to implement the agreement. Just stop bankrolling parallel structures, and put that money to help people in Serbia proper.

Before talking nonsense about commas or full stops, it would be a first step to publish integrally the paper you've signed, for to enable the sovereign people to take an enlightened decision on whether this agreement is good for Serbia or not.
