But the international community, NATO and the Albanians never upheld the agreement and civilian Serbs (and others) were killed and systematically ethnically cleansed under UN supervision.

THe EU is for independent countries and Serbia says yes to Kosova being in the EU. Albanians will appoint the police chiefs of serb areas in Kosova! Pristina law in the only law allowed. Belgrade has no role in kosova anymore in any way.
Dacic, you are treading on thin ice. You must not lead the gov't to believe Serbia will get a date for ascension talks. Only if Serbia can show she will implement the agreement will she be considered for EU ascension. I doubt very much that your stalling will be of any help to Serbia
