So was Kosovo part of Yugoslav territory then or not?
If yes, then, there you have it.
Respect the territorial integrity of Yugoslavia, which means respect the fact that Kosovo is part of that territory.
So what happened to that respect?

Two things happened.
1) Ask Montenegro. Once Jugoslavia totally dissolved there was no more Jugoslavia. There is nothing there about respecting Serbia. Especially since this was a conflict with Jugoslavia and not just Serbia. Once the other parties in Jugoslavia left and could care less about Kosova, there was no need to ignore their wishes and put the wishes of Serbia on a pedestal. Simple. There is nothing there about respecting Yugoslvia till eternity either( it no longer exist). It specifically states until a decision has been made; doesn't mention that neither Serbia nor Kosova would have to both agree on this decision.
2) Serbia passed a constitution which pre-emptively tried to settle the status in the middle of status negotiations. This was passed without any input from Kosova at all. In fact Kosova Albanians were not even included in the voting list. This unilateral move from Serbia was prior to the declaration of independence. This meant that Serbia violated international rules. As such an agreed solution was no longer possible with a party, Serbia, that had just violated the international rules during status dialogue. Blame Kostunica. He's the one trying to one-up the world. He got one up there.
