He also stated that Serbs in Kosovo "have been living in fear for 14 years,"

They are still alive though, while ten thousand Albanians are not.

In the past 20 yr we have big dust in the Balkan with one story.
1/2 story is under table, other half with Serbs on the table.
Brussels story in 13' remind me back in the 90's story, nothing change.
We did not have one positive word for Serbs at any period of the time.

"Should the negotiations fail, this government official asserted, "it will be the failure of the EU and the U.S."

The good ole Serbian mantra is back. Blame others when for your failures!
If what this character is even remotely true, then the Serbian political elite should've seen this coming and should've not taken part in the negotiations.

It is you and your pals who should bear responsibility for incompetence and/or misleading your people.

"Should the negotiations fail, this government official asserted, "it will be the failure of the EU and the U.S.""

If you look realistically at the situation, the project of creating an independent, multi-ethnic, democratic Kosovo has already failed completely.

According to him, the authorities in Belgrade "do not have a lot of influence on the situation in Kosovo."

Well who decided to switch the forum of discussions on Kosovo i Metohija from the UN to the EU?! This is 100% the Serbian government's fault because you withdrew discussions from a place where we had our support base in Russia and China and in EU sponsored talks we have nothing of the sort.

It is obvious who truly has legal and legitimate claim over Kosovo i Metohija when its the Serbian government who needed to agree to replacing UNMIK to EULEX and the Serb gov't themselves "softening" the UN resolution which had a good chance to pass with Russia's lobbying (much like Vuk Jeremic's successful campaign at the UN).

Serbia has the legal ability as a UN member-state and as UNMIK still has symbolic presence in the region under 1244 to call for and receive UN negotiations over Kosovo i Metohija not EU ones. This can happen tomorrow, and it will seriously change the playing field. But again, will Serbia's government ever take Serbian national interests seriously?
