“Frozen conflict is in nobody's interest”

Serbia is trying to find a solution in a very small maneuvering space it has at its disposal because a frozen conflict does not suit anyone, says Rasim Ljajić.

"When asked if a new exodus of Serbs from Kosovo could be expected, he said that he did not believe it was possible despite the previous negative experience because he believed that the international community was now more involved and that it would be an “embarrassment for them more than for the interim institutions in Priština”."

The whole Kosovo project should be an embarrassment for the international community! There is no such think as a democratic, multi-ethnic state of Kosovo with European values, but a instead a corrupt mafia-state full of ethnic hate, nationalism and intolerance was created. Wasn't it the idea that expelled people were encouraged to return to their homes? Instead, the few returnees are harassed and beaten, their homes robbed or looted, and of course the KPS never finds any perpetrator.

The message to the Serbs is that the longer Serbia negotiates the worse she is off. Rasim really knows how to make it all gloomy.
So what happens in the next few months? Serbia is down by four players?

Serbian politicians only want to close this chapter and get their carrot. They don't care how it all ends as long as they get their reward and go to live anywhere but Serbia.

Let's be honest. Everyone wants a frozen conflict because it benefits everyone and keeps anything from being solved. Washington wants a frozen conflict because it keeps the Albanians dependent on them for diplomatic support. Washington loves weak and naive governments.

Pristina wants it because being forced to go on their own would require them to actually focus on real issues like unemployment, corruption, crime, and the quality of life outside their insulated turbo mansions. Who wants that when they can play the Serbia Card and put everything on hold because northern Kosovo is somehow hamstringing everything else?

Northern Kosovo wants it because it keeps them in this privileged position where everyone else tries to come up with ideas of working with them. I've never seen a region in partial industrial decay being given so much attention and importance.

Belgrade wants a frozen conflict because it allows them continued influence in the region.

I'll be extremely surprised if some agreement is reached on 2 April. It would mean that Pristina finally capitulated to an internal division of Kosovo, and since both they and Washington benefit from keeping everything in limbo, they might as well not even show up for the meeting. What's Belgrade's prize anyway? A far off date for EU membership? Offer them an RS in Kosovo in exchange for recognition and they'd sign on the dotted line. But since Thaci is told not to offer that by Washington, I guess we're back to Square One :)

A conflict is a conflict, and after the Serb capitulation the conflict will not go away like a flu, and will not come to freindship, peace and all the nice words...it´s one of the great mistakes in Belgrade among many others to believe that any kind of agreement which is not deeply with time negotiated that the shadows of the past will disappear...these shadows will remain and in some aspects in a "peace" a la Chamberlain they will come back but much worse as it was.

Wow, to hear this from the Serbs? the only reason they now want the issue resolved, is that they must have some pretty good idea & intelligence that would suggest, Kosova's armed force are ready to be deployed along the Kosova Serbian border! Serbs, when sensing fear, are good at sitting down & negotiating! This was proved, at the signing of the Kumonova agreement, when Serbia agreed to end its occupation of Kosova!!! This recent gesture from Serbia, gives the Kosova side lead by H. Thaci an excellent opportunity to secure sme much needed protection & rights for the Albanians of the Presevo, Bujonovac & Medvedja! Is Serbia, really willing to be a partner for peace, or is Serbia just up to her old treacherous tricks of the past, and just trying to a crack & slither her way into organizations she is not worthy of!

Its not in the Wests interest, its not in the interests of the institutions in Pristina..but for Serbia, it will remain a universally recognized full member-state of the UN and the KLA will not get their occupation legitimized.

I disagree with Mr. Ljajic. The pressure is on Serbia because this "issue" needs to be closed ASAP and the West would prefer for it to be closed on their terms. But regardless, long as Serbia holds out it will outlast the West's interest and resources in the region.

It belongs to the basic knowledge of international talks that those which can introduce alone a fundamental paper as proposal has a huge advantage because the main content of such proposals are normally later accepted. It come more or less only to some little changes. So there are no reports that Serbia has made such acomplete draft-proposal for an agreement. Serbia is accepting the proposal by EU/Prishtina as fundament for the talks. This is a huge mistake which can only lead to a deasaster for Serbia. You see in the statements from Belgrade all the stupid excuses for the coming capitulation: endless words which are showing the other side how weak is Serbia in their own view. There is so no reason for Prishtina to make Concessions, only a little bit cosmetical painting of the wrong content. Why Serbia has some players less as Prishtina? Only stupid words with dangerous messages to the Serbs. In clear words here first time a Serb minister is more or less accepting that the Serbs could leave Kosovo. They are disturbing Serbias Wish to get a date. But we know that such a date his totally meaningless. All he problems for Serbia will start after the "great victory". Serbia´s "vitories" will bring the country deeper in the dirt.
