"According to the proposal, top Serbian officials would give up on the UN General Assembly debate on the Hague Tribunal in return."

Hilarious and desperate... Not to mention that really shows how much the "debate" is about "revealing the truth"!

Yes, Serbia is not much different than Croatia and Bosnia: In all these countries those war criminals are brought home with official state airplanes and people are celebrating the return of their 'heroes'.

Now think about what you just said. You are comparing people convicted of war crimes on the same level as those exonerated. Putting your Serbian bias aside, does that really make sense?

And look who is talking from Croatia. A country where some Nazi war criminals were treated like kings in their jails. A country which still lives in denial over her Nazi past. What Serbs did is peanuts compared to Croats, and yet everyone is talking about a mouse and not seeing an elephant in the room.

"Serbia: where war criminals come to retire! If they served their prison term in serbia these war criminals would be treated as kings in a serbian jail. "

Why would the Hague allow for convicted War Criminals to serve their sentences in Serbia, when Serbia has been hiding people indicted by the ICTY and selling them onto the ICTY when the price was right?
Besides, why would convicted war criminals want to serve their sentences in Serbia when they can serve their sentences in a Hilton Hotel Prison in the Netherlands, Finland, Italy, Norway, Sweden, Austria, France or Spain ect? Oh that's right, Serbia would find some excuse to prematurely release these convicts and thus deny the course of justice.
Also do Nikolic really think the Hague gives a monkeys what Jeremic and co say at the UNGA? They can have the silly debate and everyone will have forgotten about it in a months time and criminals will still be behind bars for their crimes!

Trying to blackmail the international tribunal, if Jeremic has any hand in that I would expect repercussions of a huge nature. He could further shame Serbia and be the first UNGA president forced out of office. Did Serbia actually think that the ICTY would say yes to either let Serbs serve their sentence in Serbia or we will participate in the debate.
Now as far as a "UN Document" it can list what is said at the debate but it cannot draw any conclusions without assembly approval. So what you will have is some countries praising the work at the ICTY and maybe a few like Serbia that will try to negate its work. It will be interesting what Russia says and even more so what China says. As both have judges residing on the bench, and both voted for its formation.
I think Jeremic has pretty much put an end to any hopes he had to be UNSG!
