According to him, the fact is that Serbs in Kosovo feel unprotected and request from Belgrade and other participants of the dialogue some guarantees, including institutional ones. On the other hand, Kosovo is afraid of a structure that would have a power of veto and a way of making the entire system dysfunctional.
The Ahtisaari agreement was, Kosova's concession to the Serbs! It already gives the Serbs enormous guarantees! This agreement was UN backed! What the Serbs are seeking, will certainly cause additional distabilitization of the entire region, that is why Kosova has come to its red-line, which it cannot cross! Serbia, runs the real risk of losing the guarantees given to it in the Ahtisaari plan, which she will have caused upon herself! Kosova, has more then made her share of concessions towards Serbia, and I think the time has come for Serbia to make her share of concessions!

Serbia is in a dangerous position to sign an agreement only to sign something. It will be one of the last opportunities for Belgrade to sign anything.
