13 arrested for stealing millions worth of steel scrap

The police in Smederevo on Monday arrested 13 persons, while another one is still at large, on suspicion that they incurred damages of EUR 5.7mn to Železara.

Well if their gains stayed in Serbia - Serbian banks, assets (cars, homes, property, jewelry, etc.) - then they can be confiscated and re-compensate the company. If they are abroad but traced, then there's chances they can be returned through legal channels.

But this and other evidence shows that "privatization" is not working as it seems those with the money to buy these companies or start private "businesses" are often crooks.

In Germany there are sometimes heavy problems with the train-traffic due to stealing of complete copper cable-infrastructure over kilometers. It can happen everywhere.
