President: Agreement likely in March

Tomislav Nikolić said late on Monday that Priština had "relented" on the issue of powers to be given to an association of Serb municipalities in Kosovo.

Albanians keep comparing the situation for serbs in north kosovo with the albanians in Presevo, Bujanovac and Medvedja. They seem to forget that serbs are a overwhelming majority in both Bujanovac and Medvedja and in Presevo its about 50/50.

Be ready to see Presheva Bujanoc and Medvegje seperate from Serbia. I know B92 recently mentioned that they do not have any support from west... Let me remind you neither did Kosova have any support at first, and now we are an independent country with the support from western nations.

In 2002, the population of the Medveđa town was composed of:

Serbs = 2,460 (87.36%)
Albanians = 203 (7.22%)
Roma = 97 (3.45%)
In 2002, the population of the Bujanovac town was composed of:

Serbs = 4,329 (36.04%)
Roma = 3,859 (32.12%)
Albanians = 3,590 (29.88%)
Others 233 (1.94%)

Well, if this is what Belgrade has been waiting for all this time, then trust me Serbia has failed miserably as we knew it had already faikled back in 1999. West is backing down from Serbia? Hahahaha that was seriously too funny, 50 U.S. troops could be left in Kosova Serbia would not dare to cross the lines which have been drawn for Serbia back in 1999 which is not to ever step a foot in Kosova with any Serbian military uniform. Serbia got a good taste of its own poison back in 1999. Serbia has been fed by EU for a while too lol we all know that. We do know that an average monthly income in Serbia is no more than 350 Euros. We know Serbia is broke and could not afford another war. Wars is what got Serbia begging everyone today, so we know where Serbia stands when it comes to wars. Serbs can only dream about executive powers in Kosova, Serbs have been dreaming about Kosova forever now thinking Kosova will be taken by Serbs again. That is embarrassing for every Serbian that believes that where ever they may be.

I think that you don’t realise what has happened. If you feel that cool breeze around your back then you have just lost your shirt. Executive powers are going to be in that signed agreement and that’s guaranteed. The EU told Thaci to agree. Thaci will be told by the EU what he has to sign because its Brussels that feeds Kosovo.

This is another RS where the Serbs will veto anything they don’t like. The US cannot intervene because it’s broke and is unable to support Prisitina except through words which are meaningless. The US is sinking under its huge debt to worry about Kosovo.

The west is over Kosovo and wants to finalise it as soon as possible and get out. Preshavo, Bujanovo will NEVER separate from Serbia – where is that monument again? Yeah, crushed into granite dust.

Think a little, the EU funds Kosovo and the EU is in serious fiancial strife with it teetering on the edge of oblivion and you think they are going to prop you up for ever. I’ve got news for you – this is the first turnaround back to Belgrade. It’s a major back down by the west.

Kosovo’s reputation has been dragged down by even your people like Skender Hyseni who has openly stated that recognitions were bought and you can imagine how that is viewed in the world.

You do realize that Serbia's EU accession date is determined based on previous and future negotiations with Kosovas PM Thaci... I know it hurts Serbs deep down to admit it, but that is the truth. North Kosova will not be another RS... The west already knows they made a mistake allowing that in Bosnia. If that is what Serbs really want then be prepared for south Serbia to be divided and ask for the same exact rights Serbs want in N. Kosova. That is why you guys are poor negotiators. You need the EU and US to assist and can't do anything on your own.

When compromising, overstating your demands and then settling for what you really wanted is a good result. If executive powers means interfering with Pristina and Albanian areas then we don't need it. We just want to rule our own areas, which is what we end up with.

This really is to get the best result for the Serbs and other communities (i.e. Gorani) south of the Ibar. The North will remain independent of Pristina.

There is no agreement in reality, only "formula-compromises", in fact only words without content. The two most important questions for Serbia are the property and the returning of the Serbs. These really important questions were never touched. There is o interest by the Albanians and their friends. Th so-called Serb communities are empty bodies without any real power. Through the acceptance of the Prishtina-laws as leading principles the Albaninas and EU/US will now step by step "clean-up" the north. They will accuse all Serbs who were opposing Prishtina/EULEX/KFOR in the last years. Their property will be confiscated by "courts". Possibly Dacic&Vucic have accepted such a "final solution" to clean-up with their opponents as well. Behind the doors there is more in common between Dacic/Vucic and Thaci. Nikolic is only a puppet for them all. The bill will be paid at the end by thousands of poor Serbs, Roma and also some Albanians with ideas of a multinational-society. Serbia will become much more provincial. This "elite" has nothing to offer to the Serbs: not practically and not mentally. What follows: the tragedy next chapter was opened.

You wanted "executive powers" which would entitle Serbian communities to obstruct politically the central government in Prishtina, which is according to your statement not the case.

Serbian officials as usual manipulating their own people. Secondly, 200K Serbians never lived in Kosov at any point in its history. Every Serb that left Kosova they left because they committed crimes against Albanians went to mother Serbia to skip justice. So if they decide to come back they have to face justice first. Most Serbs sold their houses to more than 2 or 3 different people, they also need to pay back the for property that was sold more than once. Serbs can come back, but they have to clear up the mess they left behind before leaving. Or they can stay in Serbia where injustice and bribery is very common.

Only Nikolic is smiling on the Serb side on the photo, possobly not knowing or overviewing the full truth. Its only known in Serbia that all states within the EU have the "same laws". Seems that Nikolic has real problem to understand the EU. The meeting in Brussels was a 150 minutes-working lunch. So with eating and some little jokes there was no time for real negotiations including translation, possibly 30 minutes to speak for each side? So, the "solution" was prepared by EU/US before and only given to the Serbs to accept. If such delicate questions for the people on the ground are not in detail stipulatetd, the interpretation is clearly in favour for Prishtina like in the IBM-case. The Serbs have to integrate completely into the Prishtina-system or must leave Kosovo. Nobody knows what is the truth of arrangements. Possibly the EU will under the table give Serbia some little money to built some houses for the returning Serbs. In the next time the majority of younger Serbs will leave Kosovo what the EU/US had ever planned. It is like in normal live: when you start lying the next lie will be greater, and so after the first "Serb victory" in the IBM-case "not paying customs etc" there will be a "much greater victory" with the "Serb community". The formal SFRJ constitution of 1974 was allowing the heads of the local communist party (that were acting as mayors if I'm not worng) to appoint or sack police chiefs of their cities, directors of the hospitals and all other utility companies, and any director of the local administration.

I don’t see why this should be disputable by anyone today especially if these things can be done as your president Nikolic said “That association cannot pass laws, but it can make its rules within the laws”. So if your association wants to make rules of how many sajkaca a Serb can fit in his head feel free, or who will be chief police officer or prosecutor in their towns why not??

Serbian position on these talks is legitimate for the first time in the history. Assuring the Serbian minority to have all possible rights to rule their daily lives is legitimate. Of course we Albanians do not want to make Serbs feel guests in their own homes as Serbia was doing to us for decades or as FYROM is doing even today to the Albanians there.

However, Serbia needs to do the last and definite step and recognize the legitimate right of Kosova to be independent now after that she is happy woth the status of her nationals in Kosova. This will be the only real metrics of normalisation of relations. You cannot have normal relations when you say to someone that 'at the first chance I will come to your home and kick you out and make it mine'.

By trying to make a story of hard negotiators and as if they resisted so far the agreement, they want to sell it so cheap to their nation. They way they pack the agreement is more important than the content of it. However, it is great that finally this is coming to an end and those people that have been badly manipulated until now finally will face the truth and will decide whether to stay in the state that never recognized, or leave it. There is not much to lose because what they will find is the same sh... Whenever they go it will be "Balkanska Muckalica". Cheers from London

It will be interesting what the outcome truly is. Notice that he did not say that the communities will get executive powers, so there must be some lesser degree they have agreed to. There was some reason the top three officials were called to Brussels, my guess is so they can have a consistent story to tell.
The other question is to date the North Serbs have not agreed to anything that Belgrade has decided for them. Wonder what they will do now.
No one will probably ever know what really was decided and at what cost.

Nothing had been signed yet and until Prishtina signs the agreement, Serbia will never join the EU (who would have thought 15 years ago that the Albanians hold the fate of Serbia in their hand).

Prishtina might give away some powers but they would want something in return (UN seat) or or an agrrement that would ne er allow the serb councils to form an autonomy or join Serbia.

I really hope that any deal should envisage the rights of Albanians living in Presevo, Bujanovc and Medvegja. Exactly the same respective rights should apply. The Serbs seems to want to keep it quite for public consumption. Let's wait and see but the logic leads me to believe that the real deal would be only if the same standards apply. If not...I do not see any meaning of the word compromise...

Honestly I don't think that they will get what they insist on. Nikolic didn't state that all his wishes would be respected. He says that both have to change their laws. That doesn't mean that Kosovo has given in. The most they can get is only some competences for the north but not a third level of governance all over Kosovo. Nobody would ever ask something like that.
But alright, if that's true then I guess the way into the UN is open for Kosovo. Ask Germany, there must be a deal because Kosovo has no benefit from granting any form of autonomy for the north. It has to gain something too.
The serbian leaders always claim that they are bound by the platform and the resolution. Well, that's your own problem. You put up these legal barricades but they only apply to Serbia and not to the international community. Why do you hinder yourself? You can put that sentence in the preamble of your Constitution: Zimbabwe is an integral part of Serbia. Now ask yourself: Is this reality??

Let me tell you what is really happening.

1. SNS, SPS decide it's time to give up the useless fight for Kosovo and further integrate to EU, in order to try improve peoples lives, I say well done about time.
2. To avoid appear weak, the blame Stefanovic and DS to have already committed Serbia to painful compromises by having signed several agreements one of which is IBM (basically formalize the border between Kosovo and Serbia) but to further continue down this rout they decide 2 things: talk tough,brought "the Platform" and "the resolution" (tough on paper), distracting voters, and sacrifice Dacic when it came to practically continue down the road to even formally give up on Kosovo (which was lost long time ago anyway).

3. Dacic stars feeling the heat and asks help from EU. EU makes sure SNS is involved more...Nikolic and eventually Vucic visited Berlin and Brussels.

4. First Dacic and later Nikolic while on their way to finalize and further their concessions (in order to improve Serbias chances for a start date for negotiations), they don't forget to talk tough...."we won't give up Serbs in Kosovo for a date", "will will not sign that paper".

When compromising, overstating your demands and then settling for what you really wanted is a good result. If executive powers means interfering with Pristina and Albanian areas then we don't need it. We just want to rule our own areas, which is what we end up with.

This really is to get the best result for the Serbs and other communities (i.e. Gorani) south of the Ibar. The North will remain independent of Pristina.

Albanians = 203 (7.22%)

In 2002, the population of the Bujanovac town was composed of:

Albanians keep comparing the situation for serbs in north kosovo with the albanians in Presevo, Bujanovac and Medvedja. They seem to forget that serbs are a overwhelming majority in both Bujanovac and Medvedja and in Presevo its about 50/50.

I really hope that any deal should envisage the rights of Albanians living in Presevo, Bujanovc and Medvegja. Exactly the same respective rights should apply. The Serbs seems to want to keep it quite for public consumption. Let's wait and see but the logic leads me to believe that the real deal would be only if the same standards apply. If not...I do not see any meaning of the word compromise...

Wow another bold and brave statement from the Serbian president!!!

Nothing had been signed yet and until Prishtina signs the agreement, Serbia will never join the EU (who would have thought 15 years ago that the Albanians hold the fate of Serbia in their hand).

Prishtina might give away some powers but they would want something in return (UN seat) or or an agrrement that would ne er allow the serb councils to form an autonomy or join Serbia.

Serbian officials as usual manipulating their own people. Secondly, 200K Serbians never lived in Kosov at any point in its history. Every Serb that left Kosova they left because they committed crimes against Albanians went to mother Serbia to skip justice. So if they decide to come back they have to face justice first. Most Serbs sold their houses to more than 2 or 3 different people, they also need to pay back the for property that was sold more than once. Serbs can come back, but they have to clear up the mess they left behind before leaving. Or they can stay in Serbia where injustice and bribery is very common.

Honestly I don't think that they will get what they insist on. Nikolic didn't state that all his wishes would be respected. He says that both have to change their laws. That doesn't mean that Kosovo has given in. The most they can get is only some competences for the north but not a third level of governance all over Kosovo. Nobody would ever ask something like that.
But alright, if that's true then I guess the way into the UN is open for Kosovo. Ask Germany, there must be a deal because Kosovo has no benefit from granting any form of autonomy for the north. It has to gain something too.
The serbian leaders always claim that they are bound by the platform and the resolution. Well, that's your own problem. You put up these legal barricades but they only apply to Serbia and not to the international community. Why do you hinder yourself? You can put that sentence in the preamble of your Constitution: Zimbabwe is an integral part of Serbia. Now ask yourself: Is this reality??

The formal SFRJ constitution of 1974 was allowing the heads of the local communist party (that were acting as mayors if I'm not worng) to appoint or sack police chiefs of their cities, directors of the hospitals and all other utility companies, and any director of the local administration.

I don’t see why this should be disputable by anyone today especially if these things can be done as your president Nikolic said “That association cannot pass laws, but it can make its rules within the laws”. So if your association wants to make rules of how many sajkaca a Serb can fit in his head feel free, or who will be chief police officer or prosecutor in their towns why not??

Serbian position on these talks is legitimate for the first time in the history. Assuring the Serbian minority to have all possible rights to rule their daily lives is legitimate. Of course we Albanians do not want to make Serbs feel guests in their own homes as Serbia was doing to us for decades or as FYROM is doing even today to the Albanians there.

However, Serbia needs to do the last and definite step and recognize the legitimate right of Kosova to be independent now after that she is happy woth the status of her nationals in Kosova. This will be the only real metrics of normalisation of relations. You cannot have normal relations when you say to someone that 'at the first chance I will come to your home and kick you out and make it mine'.

There is no agreement in reality, only "formula-compromises", in fact only words without content. The two most important questions for Serbia are the property and the returning of the Serbs. These really important questions were never touched. There is o interest by the Albanians and their friends. Th so-called Serb communities are empty bodies without any real power. Through the acceptance of the Prishtina-laws as leading principles the Albaninas and EU/US will now step by step "clean-up" the north. Let me tell you what is really happening.

1. SNS, SPS decide it's time to give up the useless fight for Kosovo and further integrate to EU, in order to try improve peoples lives, I say well done about time.
2. To avoid appear weak, the blame Stefanovic and DS to have already committed Serbia to painful compromises by having signed several agreements one of which is IBM (basically formalize the border between Kosovo and Serbia) but to further continue down this rout they decide 2 things: talk tough,brought "the Platform" and "the resolution" (tough on paper), distracting voters, and sacrifice Dacic when it came to practically continue down the road to even formally give up on Kosovo (which was lost long time ago anyway).

3. Dacic stars feeling the heat and asks help from EU. EU makes sure SNS is involved more...Nikolic and eventually Vucic visited Berlin and Brussels.

4. First Dacic and later Nikolic while on their way to finalize and further their concessions (in order to improve Serbias chances for a start date for negotiations), they don't forget to talk tough...."we won't give up Serbs in Kosovo for a date", "will will not sign that paper".

5. Than here it comes: "Pristina has compromised, Serbs are to have rights according to European standards". May I say that's old news, in fact Serbs in accordance with Ahtisari Plan have more minority rights than any other minority in Europe. Serbian leaders always knew this.

They way they pack the agreement is more important than the content of it. However, it is great that finally this is coming to an end and those people that have been badly manipulated until now finally will face the truth and will decide whether to stay in the state that never recognized, or leave it. Only Nikolic is smiling on the Serb side on the photo, possobly not knowing or overviewing the full truth. Its only known in Serbia that all states within the EU have the "same laws". Seems that Nikolic has real problem to understand the EU. The meeting in Brussels was a 150 minutes-working lunch. So with eating and some little jokes there was no time for real negotiations including translation, possibly 30 minutes to speak for each side? So, the "solution" was prepared by EU/US before and only given to the Serbs to accept. If such delicate questions for the people on the ground are not in detail stipulatetd, the interpretation is clearly in favour for Prishtina like in the IBM-case. The Serbs have to integrate completely into the Prishtina-system or must leave Kosovo. Nobody knows what is the truth of arrangements. Possibly the EU will under the table give Serbia some little money to built some houses for the returning Serbs. In the next time the majority of younger Serbs will leave Kosovo what the EU/US had ever planned. It is like in normal live: when you start lying the next lie will be greater, and so after the first "Serb victory" in the IBM-case "not paying customs etc" there will be a "much greater victory" with the "Serb community". But peacefully and frely live for Serbs is there not invisaged, and no EU-admission.

It will be interesting what the outcome truly is. Notice that he did not say that the communities will get executive powers, so there must be some lesser degree they have agreed to. There was some reason the top three officials were called to Brussels, my guess is so they can have a consistent story to tell.
The other question is to date the North Serbs have not agreed to anything that Belgrade has decided for them. Wonder what they will do now.
No one will probably ever know what really was decided and at what cost.
